<p>As I munched my celebratory cake at our most recent event I mused on what else we have learned over those years. Here are five lessons I've taken from the last five years.</p>
<p></p>
<p><strong>One. People really want to repair stuff.</strong></p>
<p></p>
<p>When we opened the doors at Passing Clouds in 2013 for our first Restart Party we didn’t know if anyone would come, but come they did, bringing their broken toasters, slow laptops, poorly printers, malfunctioning mixers and dodgy vacuums. </p>
<p></p>
<p><a href="https://storage.ning.com/topology/rest/1.0/file/get/249417447?profile=original" target="_blank" rel="noopener"><img src="https://storage.ning.com/topology/rest/1.0/file/get/249417447?profile=original&width=300" width="300" class="align-left"/></a>And still they come. Some can’t afford to repair or replace the appliances they need for daily living. Some are surprisingly attached to the familiar things they have been using for years. Some want to learn more about how stuff works and develop new skills. Others just don’t want to throw something away that “ought” to still work, and could be given another lease of life. </p>
<p></p>
<p>Whatever their motivation those conversations as we work together about what their device means to them are some of the most interesting and revealing, and show us that people want and expect stuff to last a lot longer than it does and are prepared to spend time and effort seeking out solutions when things stop working. </p>
<p></p>
<p>We don’t all buy in to the model of throw and replace. We are not all helpless to do anything; we can do something.</p>
<p></p>
<p><strong>Two: We need to keep repair skills going</strong>.</p>
<p></p>
<p>Spoiler alert: many of the items we see at our Restart Parties are pretty easy to fix. Something minor is wrong, or the fuse needs to be replaced or some function is no longer working, but lack of knowledge or confidence is a big barrier to attempting repair. Simple diagnostic and repair skills can go a long way, and hopefully the Restart Parties play their role in keeping these skills going.</p>
<p></p>
<p><a href="https://storage.ning.com/topology/rest/1.0/file/get/249440260?profile=original" target="_blank" rel="noopener"><img src="https://storage.ning.com/topology/rest/1.0/file/get/249440260?profile=original&width=300" width="300" class="align-right"/></a>The need for these skills was demonstrated last autumn when we held a series of workshops called <a href="https://sustainablehackney.org.uk/profiles/blogs/hackney-fixers-fixing-fridays">Fixing Fridays</a> which were quickly oversubscribed. Covering fault finding, home appliances and computers and with a session specifically for women, we were thrilled at the response.</p>
<p></p>
<p>As Restarters we have opportunities to practice, develop and pass on our skills. We learn from each other, and take each repair as a learning opportunity. Transferring and building up these skills is another way we can help resist the throwaway culture and build a more resilient society.</p>
<p></p>
<p><strong>Three. We can be part of a repair movement.</strong></p>
<p> </p>
<p>Hackney Fixers is a small repair project in just one London borough. But we work closely with the Restart Project and last October we attended <a href="https://fixfest.therestartproject.org/">FixFest</a>, the first international festival of repair aimed at bringing together the community repair movement across the world. </p>
<p> </p>
<p><a href="https://therestartproject.org/wp-content/uploads/2017/11/Group-photo-JS-C-4-640x360.jpg" target="_blank" rel="noopener"><img src="https://therestartproject.org/wp-content/uploads/2017/11/Group-photo-JS-C-4-640x360.jpg?width=300" width="300" class="align-left"/></a>Meeting Restarters from Italy, Scandinavia and Argentina; hearing from leaders of The Restart Project, Repair Café, iFixit and many other grassroots projects was inspiring and we realised that we can be part of a growing movement to change the status quo.</p>
<p> </p>
<p>At that meeting the <a href="https://openrepair.org/news/towards-the-right-to-repair-in-europe/">Open Repair Alliance</a> was formed: an international coalition campaigning for more repairable and durable products, and for access to parts and tools for repair. </p>
<p> </p>
<p>Every person who comes to our events, every volunteer who gives their time and skills, every item we prevent from becoming waste helps to build a platform for change.</p>
<p></p>
<p><strong>Four. We need a strong repair economy too.</strong></p>
<p> </p>
<p>Back in 2015 we collected recommendations about local repairers at one of our events. We wanted to be able to signpost people to reliable commercial repairers between events or to complete the repairs we couldn’t. </p>
<p></p>
<p><a href="https://storage.ning.com/topology/rest/1.0/file/get/249477935?profile=original" target="_blank" rel="noopener"><img src="https://storage.ning.com/topology/rest/1.0/file/get/249477935?profile=original&width=300" width="300" class="align-right"/></a>Since then I’ve been helping the Restart Project to develop their new <a href="https://therestartproject.org/repairdirectory/">Repair Directory</a> launched last month which now covers 11 London boroughs from Havering to Barnet and from Camden to Enfield.</p>
<p> </p>
<p>In the process I’ve noticed the decline of some traditional repair categories and the growth of others. It is pretty much impossible now to find repairers for household items like toasters, irons and radios. TV and vacuum repair shops are hanging on, but for how much longer? Computer repairers are increasingly working with tablets and phones, while phone repair shops continue to proliferate. </p>
<p> </p>
<p>This pattern reflects both the commodification of appliances which have continued to become cheaper, and our increasing dependence on our mobile phones. It makes me realise that Restart Parties complement the repair shops by helping to repair things that are not commercially viable to repair, we are not in competition.</p>
<p> </p>
<p>With the the Repair Directory the Restart Project is aiming to support the repair economy and particularly innovative businesses, such as Lovefone and Bfix which are developing new customer-friendly standards of service and re-furbishing parts for re-use.</p>
<p> </p>
<p>We need a strong repair economy to complement our work as Restarters; providing local jobs and services, training the next generation of repair technicians, refurbishing parts for reuse and, like Lovefone, supporting the campaign for more repairable products. </p>
<p></p>
<p><strong>Five. We need to fight for the right to repair.</strong></p>
<p></p>
<p>At the moment Europe is voting on a series of eco-design “packages” of proposed regulations, an event that could set a very valuable precedent. Eco-design measures can bring real progress for example making products more energy-efficient and designed to be easier to repair.</p>

<p>The upcoming votes are particularly important given that it could require, for the first time, that manufacturers of fridges, displays, lighting, washing machines and dishwashers sold in the EU provide spare parts for 7 years and access to repair information.</p>
<p></p>
<p>These measures would set a crucial precedent which could in the future be extended to other devices. And the chances are that Europe’s move could contribute to the adoption of similar regulation elsewhere in the world. This vote also marks a special opportunity for the United Kingdom, as it will likely be the last chance it has to contribute to ecodesign regulation before leaving the EU as a result of Brexit.</p>
<p> </p>
<p>At the moment the UK government is blocking these measures in the face of strong lobbying from industry. Please sign the <a href="https://you.38degrees.org.uk/petitions/give-us-the-longer-lasting-products-we-want">38 degrees petition</a> asking the UK government to give us the longer lasting products we want. In the absence of this sort of regulation we will just see more and more non-repairable products on the market.</p>

The pilot scheme will see up to 15 parklets trialled across the borough, and the stated intention is to see the scheme grow beyond the initial trial. <p>Can you have fun and help save the planet? Turns out you can. Hackney Fixers has been running repair parties for electrical and electronic gadgets since 2014 and in four years has prevented 720kg of e-waste and 12 tonnes of CO2 emissions, equivalent to driving two and half times round the world. This is according to "<a href="https://therestartproject.org/fixometer/" target="_blank" rel="noopener">The Fixometer</a>" a tool developed by The Restart Project in liaison with WRAP.</p>
<p></p>
<p>So what's the connection between repair and emissions? Prolonging the life of our gadgets through repair can help prevent the emissions involved in manufacture, extraction of raw materials and transport. For example Apple estimates that <a href="https://therestartproject.org/consumption/the-footprint-of-those-iphones/" target="_blank" rel="noopener">85% of the impact of an iPhone is in manufacture</a>. So extending the life of your iPhone by one year could reduce the lifecycle impact by 30% or more. </p>

The current incinerator will reach the end of it's useful life in 2025 and it's replacement is now apparently planned with even more capacity to take waste from other parts of London. </p>

<p>Paying for the capital costs of the new plant will put waste disposal costs in North London up considerably, and Hackney's share of the estimated £450-500 million cost will add £3-4 million per year to waste bills over 20 years. Is increasing capacity the right priority when waste volumes in North London have remained the same since 2008 despite an increasing population?</p>
<p></p>
<p>With recycling rates static at 25% and the target of 50% by 2020 looking increasingly unrealistic we need a new approach, and a greater emphasis on waste prevention, not just recycling. The <a href="http://www.wiseuptowaste.org.uk/waste-less/north-london-waste-prevention-exchange" target="_blank">North London Waste Prevention Exchange</a> last week was a welcome start, with some friendly rivalry between London and Paris about who is going to lead on the Circular Economy. According to a report by the <a href="http://www.lwarb.gov.uk/what-we-do/accelerate-the-move-to-a-circular-economy-in-london/" target="_blank">London Waste and Recycling Board</a> the Circular Economy could be worth £7bn a year to London by 2036 but only 0.5% of waste budgets are currently invested in Waste Prevention.</p>

For years water companies have been keeping people out of reservoirs: now the first working reservoir to be opened to the public is a model which can be widely emulated.</p>

<p>And next year we can look forward to the opening of the <a href="http://www.walthamstow-wetlands.org.uk/" target="_blank">Walthamstow Wetlands</a>, right on Hackney's eastern border. This will be a much bigger site with 10 reservoirs accessible from Coppermill Lane across from Hackney's Springfield Park as well as from Forest Road to the North. </p>

<p>Sustainable Hackney has decided to make a small investment to show our support for community solar in Hackney, and spread the word that <strong>organisations can invest as well as individuals.</strong></p>
<p>But if you think this is just for tree huggers to get a warm feeling about the community and environmental benefits that would be wrong, it makes sense as a financial investment too.</p>
<p>As well as average returns of 4% and the return of the stake at the end of the project investors who are UK tax payers can reduce their income tax bill by 50% of their investment. For example someone investing the minimum £250 will reduce their tax bill through PAYE or self-assessment by £125 (if they pay that much tax). This boosts the effective returns considerably.</p>

I was lucky enough to win an RSPB apron in the raffle!</p>

Some trickier repairs this time, including opening a tablet and a smartphone screen replacement. A digital camera was the most rewarding repair - the reaction when it was working again was fantastic!</p>

<p>According to <a href="http://www.tfl.gov.uk/corporate/about-tfl/investorrelations/1462.aspx" target="_blank">TfL's latest business plan</a> the move could see improvements to 23 stations and 30 new four-car electric trains replacing the current ones. </p>
<p>Together with the recently approved plans for a <a href="http://www.londonreconnections.com/2013/the-hackney-downs-hackney-central-link/" target="_blank">Hackney Downs/Hackney Central pedestrian link</a> this will mean a boost for public transport in Hackney with much more of the borough benefiting from Overground levels of service.</p>
<p>The expected service frequency has not yet been announced, though additional services were mooted in the <a href="http://www.london.gov.uk/priorities/transport/investing-transport/improving-london-railways/the-mayor-s-rail-vision-investing-in-rail-services-in-london" target="_blank">Mayor's Rail Vision for London</a>.</p>
<p>TfL’s Director of London Overground, Mike Stubbs, said: <em>“In July 2013 the Secretary of State agreed to devolve some West Anglia Main Line services to the Mayor and we are working with the Department for Transport and Abellio Greater Anglia to deliver a full transfer in 2015. We are currently in the process of determining what further improvements need to be made at stations and on trains on the routes and a programme to deliver these once the railway has transferred."</em></p>
<p>Ray King, of the<a href="http://www.railwatch.org.uk/chlfug.html" target="_blank" style="font-size: 13px;">Cambridge Heath and London Fields Rail Users Group</a><span style="font-size: 13px;">, said:</span> <em style="font-size: 13px;">“We’ve been campaigning for better transport networks for this area for over 13 years now and the service previously has been minuscule. Hundreds of rail users in this area say they need an improved service and the stations and trains are shoddy and in disrepair. <p>The process <a href="http://sustainablehackney.org.uk/forum/topics/waste-nice-work-if-you-can-get-it-just-one-bidder-for-a-4-billion" target="_self">came under fire</a> after the withdrawal of Veolia left FCC Environmental and its partner Skanksa as the sole bidder for one contract to collect 846,000 tonnes of municipal waste from the London boroughs of Barnet, Camden, Enfield, Hackney, Haringey, Islington and Waltham Forest.</p>
<p>Eon and Wheelabrator were also in the running for a separate contract to turn residual waste into fuel. This would have supplied the Kemsley Mill incinerator in Sittingbourne, Kent. The NLWA was also planning to build a waste processing plant at Pinkham Way in Haringey.</p>
<p>These proposals have now been dropped in favour of investment to prolong the life of the Edmonton incinerator up to 2025.</p>
<p>According to NLWA <em>"This decision will not impact on targets to achieve a 50% household recycling rate and to reduce the amount of waste sent to landfill to 35% (of 1995 amounts) by 2020."</em></p>

<p>While I agree Hackney needs a tube line it seems these proposals are more concerned with future central area tube congestion than the transport needs of Hackney; the Metro option will have only one station in the borough, while the Regional option would see two. The safeguarded Hackney-Chelsea route with a third station at Homerton, has been dropped, mainly because relieving congestion on the Victoria and Piccadilly lines is seen as more of a priority. </p>

This landmark decision paves the way for the European Commission to take legal action against the UK.</p>
<p>According to Client Earth air pollution causes 29,000 early deaths a year in the UK – more than obesity and alcohol combined. Air pollution causes heart attacks, strokes, respiratory disease and children living near busy roads have been shown to grow up with underdeveloped lungs.<br/> The case concerns 16 cities and regions (including London, Manchester, Birmingham and Glasgow) which government plans show will suffer from illegal levels of nitrogen dioxide, a toxic gas - until as late as 2020 or 2025.</p>

While journey times from Dalston Junction to Tottenham Court road would be cut leading to "massive regeneration benefits" the needs of Hackney are not really central to the argument put forward for the line or the different route options.</span></p>
<p><span style="font-size: 13px;">I'd like to see a Hackney-centric analysis of this and other transport proposals, including Crossrail 1 and the Mayor's <a href="http://www.london.gov.uk/priorities/transport/investing-transport/improving-london-railways/the-mayor-s-rail-vision-investing-in-rail-services-in-london" target="_self">rail vision</a> which envisages u</span><span style="font-size: 13px;">pgrade of North Anglia</span> <span style="font-size: 13px;">services to London </span><span style="font-size: 13px;">Overground standards</span><span style="font-size: 13px;">. Improved services at Cambridge Heath, London Fields, Hackney Downs, Clapton, Stoke Newington, Rectory Road and Stamford Hill would improve journey times for other parts of Hackney as well. If the council continues to be successful in promoting active travel this exposure will increase.<br/> <br/> All Hackney’s residential streets are now within 20mph zones. Our neighbouring borough, Islington, intends to introduce 20mph limits on all the roads it controls. <p>The survey can be done anywhere in Greater London and the more people that get involved, the better the information will be! The information you give them will help inform their conservation efforts to save this iconic London bird.</p>

<p>It was partly the need to come up with a "preferred option" for managing Hackney's waste as part of the NLWP which was behind the recent decision to <a href="http://sustainablehackney.org.uk/profiles/blogs/decision-made-on-move-to-commingled-recycling" target="_self">change Hackney's recycling to a co-mingled system</a>.</p>
<p>Recently other authorities outside NLWA have complained of a lack of co-operation from NLWA and the planning inspector has agreed that NLWA has a duty to cooperate with them over their waste plans which will include exporting waste from London to landfills elsewhere for many years to come.</p>
<p>The next step will be for the inspector to decide whether the NLWA has in fact been failing to co-operate, and in the meantime the plan is on hold. Hearings are not likely to resume until the autumn.</p>

<p>Solar installers are breathing a sigh of relief as they were expecting a bigger cut. At last they will be able to offer some clarity to their customers about the financial returns on solar systems.</p>
